If you buy any DLC that can be played as a standalone before buying the base game, Steam incorrectly assumes that the base game is already in the person's library and it will reflect as much, not allowing someone to add it because they "already have it." The way to actually tell whether you own it or not is to right click on the game in your library, select View Downloadable Content, and see if Company of Heroes 2 - Standard Game is a part of the list.
